- Rule is issued 7/23/2003
- Rule becomes effective 10/23/2003
- Applicants have the choice of:
- Transitional Licensing Process (TLP);
- Alternative Licensing Process (ALP); or
- ILP.
- New Application Process
- ILP becomes the default 7/23/2005
- PAD requirement for TLP and ALP
