Help With Your Utility Bills 

DDOE helps eligible District residents pay heating and cooling bills. If you're eligible, you can receive between $49 and $1,300 as a one-time benefit for your household. Emergency energy assistance is available to low-income District residents who have received a disconnection notice for electric or gas service, or are currently disconnected. Assistance is also available to residents without home heating oil. The amount of assistance is based on household size, total household income, heating source, and type of dwelling.

In Fiscal Year 2008 (October 1, 2007 - September 30, 2008), DDOE distributed nearly $19 million to assist approximately 30,000 low-income District households with energy bills. This included more than 8,000 households with children under the age of 5. The program was able to help more residents than ever before.

How to Apply for Help:

Regular Assistance (Your electricity has not been disconnected.)

  • Check the income guidelines below to make sure you qualify.
  • Set up an appointment by calling 311.
  • Print the application below, or pick up a copy at our office in the Reeves Center, 2000 14th Street, NW, Third Floor.
  • Complete your application, and bring it to the second floor of the Reeves Center ten minutes before your appointment.
  • Our staff will make sure you're eligible for help.
  • Complete a short program that will show you how to save money on energy at home.
  • Go to the third floor to finish the processing of your application.
Emergency Assistance (Your electricity has been disconnected.)
  • An appointment is not necessary.
  • Come to our office in the Reeves Center, 2000 14th Street, NW, Third Floor, between 8:30 a.m. and 4:30 p.m.
  • Bring with you:
    • Your disconnection notice
    • Your most recent utility bills (or a copy)
    • Your government-issued ID
    • Proof of income for everyone in your home who receives income
