Cultural competence requires that organizations have a defined set of values and principles and demonstrate behaviors, attitudes, policies, and structure that enable them to work effectively cross culturally.

Cultural competence must have the following capacity:

to value diversity;
to conduct self-assessment;
to manage the dynamics of difference;
to acquire cultural knowledge;
to adapt to the cultural contexts of the communities they serve;
to mandate the incorporation of cultural knowledge into policy and practice.

Instrumental/Emotional support - availability and use of formal and informal services of support.

Parent information - reliance on professional vs. non-professional sources; amount of time/effort spent accessing information.
