ETR Associates focuses on enhancing the well-being of children, youth, adults, families, and communities by providing leadership, educational resources, and training in health promotion, education, and interventions. The organization develops and disseminates evidenced-based programs and best practices, and provides technical assistance to help communities, schools, health service providers, and community-based groups use and adapt its programs and resources.

ETR's Program in Action

ETR Associates is funded under two Capacity-Building Assistance categories:

  • Organizations that Serve Youth in Juvenile Justice Facilities and Alternative Schools

  • Capacity-Building Assistance for Providing Professional Development

For Organizations that Serve Youth in Juvenile Justice Facilities and Alternative Schools, ETR is

  • Providing capacity building assistance for alternative school and juvenile justice staff through its Survive Outside project, which offers trainings and follow-up support on counseling, video discussion groups and evidence-based curricula.

  • Promoting the dissemination of science-based HIV prevention interventions that are relevant and culturally appropriate for youth in the juvenile justice system, including Making Proud Choices! and Cuidaté (an adaptation of Be Proud! Be Responsible for Latino youth).

  • Conducting additional post-training assistance to Survive Outside trainees to enhance the effective implementation of selected interventions and to increase collaboration with local community planning groups (CPGs), probation officers, and faith-based organizations.

  • Collaborating and communicating with education agencies regarding capacity building assistance for juvenile justice facilities and alternative schools in their respective jurisdictions.

  • Educating clergy, parents, and guardians of youth in the participating juvenile justice facilities and alternative schools about HIV and the potential role adults have in helping reduce their youths’ risks for HIV.

  • Assessing the impact of the Survive Outside project's capacity-building and training activities by monitoring the implementation of HIV interventions in juvenile justice facilities and alternative schools.

For Capacity-Building Assistance for Providing Professional Development, ETR is

  • Continuing to monitor the professional development needs of DASH-funded NGOs through a variety of mechanisms.

  • Collaborating with the Rocky Mountain Center for Health Promotion and Education/Professional Development Partnership (RMC/PDP), other NGOs,and educational agencies funded to provide national professional development.

  • Developing a long-term plan to address the identified professional development and training needs.

  • Conducting professional development activities, such as training events, post-training web discussion forums, and materials archives, to build the capacity of other NGOs funded by DASH so that they may more effectively work with their constituents—teachers, parents, leaders of youth-serving organizations, school board members, and health service providers.

  • Monitoring and evaluating the effectiveness of the Professional Development Training Project to determine its impact on the capacity of DASH-funded NGOs to strengthen their constituencies’ abilities to implement programs designed to reduce health risk behaviors among youth.
