EPA MOU

Partnership for Small Wastewater Systems

EPA Logo In 2005, West Virginia University's National Environmental Services Center (NESC) and the U.S. Environmental Protection Agency (EPA), along with seven other national organizations, launched an initiative to improve septic systems across the country and reduce pollution in the nation's waterways. At a November 19, 2008 signing ceremony in Washington D.C., the initial partnership was renewed and eight new organizations joined the effort.

MOU Partners

The NESC is pleased to be a partner in this agreement with the EPA and the following organizations:

Association of State Drinking Water Administrators (ASDWA) - ASDWA is a national association for drinking water program administrators (mostly at the state level) and their mission is to support states in their efforts to protect public health through the assurance of high quality drinking water.

Association of State and Interstate Water Pollution Control Administrators (ASIWPCA) - ASIWPCA is a national association for state, interstate and territorial officials who implement surface water protection programs and their mission is to protect and improve water quality.

Consortium of Institutions for Decentralized Wastewater Treatment (CIDWT) - This organization encourages research and education focused on onsite/decentralized wastewater treatment. It lists educational institutions and people from citizens' groups, regulatory agencies and private industry who are actively interested in the onsite/decentralized movement and offers information on academic curriculum and training.

Groundwater Protection Council (GWPC) - The Groundwater Protection Council is a national association of state ground water and underground injection control agencies whose mission is to promote the protection and conservation of ground water resources for all beneficial uses, recognizing ground water as a critical component of the ecosystem.

National Association of Towns and Townships (NATaT) - NATaT strives to strengthen the effectiveness of town and township government through the education of lawmakers and public policy officials.

National Association of Wastewater Transporters (NAWT) - NAWT members are part of the liquid waste management industry. NAWT works to increase the professionalism and public image of the industry through education of its members and the public.

National Environmental Health Associations (NEHA) - NEHA's mission is to help environmental health officials to protect the environment. Check out this site for relevant publications, upcoming conferences and NEHA newsletters.

National Onsite Wastewater Recycling Association (NOWRA) - NOWRA's goal is to promote and advance the onsite wastewater industry. This site contains a comprehensive calendar of events, the Onsite Insite newsletter, and a helpful listing of state associations. NOWRA is in the process of developing a model performance code.

Rural Community Assistance Program (RCAP) - RCAP is a resource for community leaders and others looking for technical assistance services and training related to rural drinking water supply and wastewater treatment needs, rural solid waste programs, housing, economic development, comprehensive community assessment and planning, and environmental regulations.

State Onsite Regulators and Captains of Industry Conference (SORA/COI) - SORA/COI serves as a mechanism to enhance interdisciplinary dialogue and advance scientific knowledge and research of those responsible for applying quality research into engineering issues affecting public health and promoting the decentralized wastewater industry’s place as a viable and sustainable option for wastewater infrastructure.

The Association of State and Territorial Health Officials (ASTHO) - ASTHO is a national association for state and territorial health agencies and their mission is to transform public health within states and territories to dramatically improve health and wellness.

Water Environment Federation (WEF) - WEF is a nonprofit technical and educational organization with members from varied disciplines who work toward the WEF vision of preservation and enhancement of the global water environment.

Water Environment Research Foundation (WERF) - The Water Environment Research Foundation is dedicated to advancing science and technology addressing water quality issues as they impact water resources, the atmosphere, the lands and quality of life.
