SUPERVISORY PUBLIC AFFAIRS SPECIALIST

GS-1035-14 ($102,721 to $133,543 per year)

 

The U.S. Patent and Trademark Office (USPTO) has been serving the economic interests of America for more than 200 years. We are responsible for granting US intellectual property rights for patents and trademarks. Our efforts have provided inventors exclusive rights over their discoveries. The USPTO is headquartered in Alexandria, Virginia, and has over 8,000 employees, including engineers, scientists, attorneys, analysts, IT specialists, etc. all dedicated to accomplishing the USPTO's mission, vision, strategic goals and guiding principles.

 

This position is a located in the Office of Public Affairs for the United States Patent and Trademark Office (USPTO).  The employee serves as the agency's primary media spokesperson/press secretary. 

 

The employee is the media's "face of the USPTO," handling media inquiries; initiating media coverage and finding promotional opportunities in all news mediums, i.e. newspapers, internet, wires, radio, magazines, trade publications and television. 

 

The press secretary is a key member of the USPTO's communications team.  In this regard, the press secretary provides advice and guidance to USPTO senior staff and subject-matter experts on the appropriate use of media communications to successfully amplify the agency's external messages.  The incumbent provides background statistics, policy and operational information to support agency messages to media and general public stakeholders.

 

To qualify, you must have professional experience in journalism and with best communication practices are required.  The employee must be able to function as the agency's chief editor, writing and editing all agency news releases, and publications on patents and trademarks. 

 

To be eligible for this position, you must: 

 

  • You must state in writing on your application if you are a US Citizen or National regardless of any other documentation you submit; and
  • Meet specialized experience listed in announcement and/or if applicable, any educational requirements required by the position, and 
  • Possess proficiency or the potential to develop proficiency in the 10 Competencies Most Important for Supervisory Work prior to entry into a supervisory position as identified in the Office of Personnel Management's Supervisory Qualification Guide found at: http://www.opm.gov/employ/qualifications/sec-iv/a/gs-supv.htm
  • Submit one or more writing samples that demonstrate your familiarity with current communications practices.  Samples can be press releases, pitch letters, media strategies or related documents.  Samples should be no longer than three (3) pages.
