Bee transportation writer Tony Bizjak answers questions about roads, laws, driving and other transportation issues.
Q: Driving Christmas Eve day from Rocklin to Walnut Creek, the weather was
rainy, highways were crowded and the sky was very dark. And yet, I would estimate that about half of the motorists did not have their vehicle lights turned on, though their wipers were most necessary and being used.

Why isn't this law taken more seriously? Why isn't this law being enforced?
Wouldn't fines for this help our budgets immensely?

Lastly, I saw many flashing announcement signs along Hwy. 80. One was for
reporting drunk drivers to 911. The other was "no texting 1/1/09". Why
wouldn't the State use that as a message about the "lights on"? Thank you.
