BRFSS POLICY MEMO 99.1
Sampling Information Protocols

This memorandum specifies the items which must be included for each data record sent to BSB, and items which are desired, but not mandatory. These items are used for quality assurance studies, data weighting, and analyses of sample quality. Results from the analyses will be shared with the states through individual reports and as part of the documentation of the annual file.

The protocols below supersede those found in Item 4 in BRFSS Policy Memo 98.3.

4. Beginning with data year 2000, every state must, as applicable, include the following fields in each complete or incomplete data record sent to BSB. Specifications for these fields are contained in the BRFSS Item By Item Coding Instructions and Editing Criteria. (Items in italics are new mandatory items for 2000.)

  • The Number of Sample Records Selected from a Stratum by the Sample Provider
  • The Number of Telephone Numbers (Eligible Sampling Units) in the Stratum from Which the Sample Was Selected
  • Basic Probability of Selection Weight
  • Annual Sequence Number
  • Number of Attempts
  • Precalling Identification Status (1=Neither non-working nor business, 3=Non-working, 5=Business)
  • Listed Status (1=Listed household number, 2=Not a listed household number)

The following fields are not mandatory, but are to be included if possible:

  • FIPS Code of the county to which the prefix is assigned
  • For listed phone numbers, FIPS Code of the county in which the number is located
  • Metropolitan Statistical Area Code of the county to which the phone number is assigned
  • Metropolitan Status Code (Whatever codes, if any, are available from the vendor, for example, 1=In the center city of an MSA, 2=Outside the center city of an MSA but inside the county containing the center city, 3=Inside a suburban county of the MSA, 4=In an MSA that has no center city, 5=Not in an MSA or 1=In the center city of an MSA, 2=In balance of MSA, 3=Not in an MSA.)
  • NXX Type
  • Number of Listed Households in Hundred Block
  • Estimated Proportion of Telephone Households in Prefix That Are Listed
  • Estimated Number of Telephone Households in Prefix
  • Number of Listed Households in Prefix
  • Number of Listed Households in Prefix in Assigned County
  • Replicate Number
  • Replicate Depth
  • Sample Provider (e.g., GENESYS, SSI)
  • Date Sample Generated
  • Name of Active Phone Number Database (e.g., Bellcore)
  • Release Date of Active Phone Number Database (e.g., of Bellcore database)
  • Name of Listed Phone Number Database (e.g., FirstDataCorp)
  • Release Date of Listed Phone Number Database (e.g., of First Data Corp database)
