Rainey Named to NMB Post


Daniel Rainey, owner and President of Holistic Solutions, Inc., has been named Director of Program Development and Outreach at the National Mediation Board, according to Stephen E. Crable, the Board's Chief of Staff. In this capacity he will work as a member of the NMB's senior management team to oversee the Board's public information and research programs, manage the Board's outreach to other Federal agencies and organizations involved in air and rail transportation, and offer training and facilitation services to the parties. Rainey begins his new duties on April 9. James Armshaw, currently Director of Public Affairs for the Board, will be assuming other duties.

Holistic Solutions, Inc. is an independent, Virginia-based consulting firm specializing in conflict management, including mediation, facilitation and training, in a variety of organizational contexts, domestically and internationally. Before establishing Holistic Solutions, Inc., Rainey served as the Senior Vice President for J. Cooper & Associates, a Washington, DC, firm engaged in alternative dispute resolution program design and delivery and a variety of other management consulting activities. Rainey is a former faculty member at George Mason University and was a member of the original Board of Faculty Advisors for the Center for Conflict Resolution, now the Institute for Conflict Analysis and Resolution (ICAR).

His academic background is primarily in communications and communication theory, including undergraduate and graduate work at Louisiana State University, Southern University, Memphis State University, and the University of Pittsburgh, where he completed the Ph.D. program in communication in 1978. He is the recipient of numerous awards, including the U.S. Department of Agriculture's distinguished service award, the International Personnel Management Association Star Award, and the CINE Golden Eagle Award. He is a member of the Society of Professionals in Dispute Resolution and the Virginia Society of Professionals in Dispute Resolution.
