Alaska Native-Serving
and Native Hawaiian-Serving Institutions Education Grants Program
Purpose
The Alaska
Native-Serving and Native Hawaiian-Serving Institutions
Education Grants Program promotes and strengthens
the ability of Alaska native-serving and native Hawaiian-serving
(ANNH) institutions to
carry out education, applied research, and related community
development programs within a broadly defined arena of
food and agricultural sciences. The ANNH program aims to
attract, retain, and graduate outstanding students capable
of enhancing the nation's food and agricultural scientific
and professional workforce. Projects may involve individual
institutions, consortia, or cooperative initiatives between
two or more ANNH institutions, or with other colleges and
universities, units of government, or the private sector.
Eligibility
Only accredited 2- or 4-year institutions are
eligible to apply for grants under this program. An Alaska
native-serving institution must have, at the time of the
application, an enrollment of undergraduate students that
is at least 20% Alaska Native students (The definition of "Alaska
Native" is contained in section 9308 of the Elementary
and Secondary Education Act of 1965). A native Hawaiian-serving
institution must have, at the time of application, an enrollment
of undergraduate students that is at least 10% Native Hawaiian
students (The definition of “Native Hawaiian” is
contained in section 9212 of the Elementary and Secondary
Education Act of 1965).
Targeted Areas of Support
Projects should focus on one or more of the following targeted
need areas:
- Curriculum design, materials development, and library
resources
- Faculty preparation and enhancement of teaching
- Instruction delivery systems
- Scientific instrumentation for teaching and research
- Student experiential learning
- Student recruitment, retention, and educational equity
(including the provision of student financial assistance)
- Applied studies in the food and agricultural sciences
- Applied research support systems
- Technology delivery systems
- Other applied research and community development applications
Disciplines
Projects must identify and select at least one of the following
codes that best describes the major academic discipline or
subject matter area addressed by the application:
- General Food and Agricultural Sciences
- Agribusiness Management and Marketing (including Agricultural
Economics)
- Agricultural/Biological Engineering
- Agricultural Social Sciences (including Agricultural
Education, Agricultural Communications, and Rural Sociology)
- Animal Sciences
- Aquaculture
- Conservation and Renewable Natural Resources (including
Forestry and Ecology/Wetlands)
- Entomology-Animal
- Entomology-Plant
- Environmental Sciences/Management
- Food Science/Technology and Manufacturing (including
Food Safety)
- Human Nutrition
- Family and Consumer Sciences (excluding Human Nutrition)
- International Education/Research
- Plant Sciences and Horticulture (including Turf Sciences)
- Related Biological Sciences (including General/Basic
Biotechnology, Biochemistry, and Microbiology)
- Soil Sciences
- Veterinary Medicine/Science
- Water Science/Water Resources (including Water Quality
and Watershed Management)
Awards
Awards for regular grant applications will be in the range
of $150,000 to $450,000 each. Awards for consortium grant
applications will be in the range of $300,000 to $1,350,000
each. The project period is 12 months to 36 months in duration.
Each eligible institution, independent branch campus, and
branch institution of a state system may receive, or be a
party to, a maximum of two grant awards per year (one regular
grant and one consortium grant) under the ANNH program.
Proposal Solicitation
The 2006 RFA will be announced in late 2005. The deadline
for receiving proposals will be March 20, 2006.
Funding
The estimated funding for FY 2006 is $3,400,000.
Results and Impacts
The Alaska Native and Native Hawaiian-Serving Institutions
Program has promoted multiple partnerships among institutions
and with public and private entities to enhance food and
agricultural sciences education. It has allowed institutions
to attract, retain, and graduate outstanding students that
enhance the nation's food and workforce.
