Quarantine Screening of Restricted Plant Materials Importation of plant parts for purposes of vegetative propagation is prohibited in commercial quantities by U.S. federal law for many plant genera. Importation of seeds of a few genera is prohibited also. Small quantities of germplasm may be brought into the U.S., if plants or seeds are isolated in quarantine and tested for pathogens by the Plant Germplasm Quarantine Program (PGQP) of the USDA-APHIS, PPQ, PHP, Plant Safeguarding and Pest Identification group. The PGQP is the largest plant quarantine program in the U.S.
