NOWPAP is a part of the UNEP Regional Seas Programme and its members are Peoples Republic of China, Japan, Republic of Korea and Russian Federation. Francis Bagambilana (from United Republic of Tanzania) Dear Francis, At the time when Minamata desease was detected and recognized in Kumamoto Prefecture (1956) and Niigata Prefecture (1965), UNEP did not exist; it was established in 1972. However, at present UNEP is playing a leading role in raising awareness and in establishing mechanisms to deal with mercury pollution.
