The Personal Responsibility and Work
Opportunity Reconciliation Act of 1996 altered the American welfare
system dramatically. Some of the most significant changes included the
imposition of time limits and work requirements on recipients, and the
devolution of welfare program administration authority to state
governments. Devolution, coupled with demographic changes in American
cities, suburbs, and rural areas, gave rise to the need for
policymakers, researchers, and other interested parties to consider
spatial implications for welfare reform, particularly in rural or more
isolated areas.
Many
of welfare reform's challenges, such as helping recipients meet work
requirements, gain economic independence, and maintain family and child
well-being, are especially acute in rural areas. For example, Indian
reservations experience a unique intersection between tribal, state,
and federal government responsibility. Other rural characteristics that
pose challenges to welfare reform include:
- low population density;
- isolation and mobility disadvantages;
- scarce fiscal and human resources;
- resistance to innovation and change; and
- limited adult educational resources.
These
characteristics make obtaining child care, transportation, health care,
and housing in a rural environment particularly difficult. In order for
welfare reform to succeed, the rural differential must be understood
and accounted for in research, policy making, and program design and
implementation.
