In particular, the report addresses three related issues: Is the policy of using tenant-based assistance to deconcentrate public housing beneficial to the lives of the families who participate and the neighborhoods involved? Have there been instances where Section 8 recipients end up clustered in particular neighborhoods, and does the clustering of program recipients have negative impacts on the health of those neighborhoods?
