Housing and Health

RCAC works with mutual self-help housing agencies, community housing development organizations, and other nonprofit organizations to develop affordable housing. In 2007, RCAC assisted 191 nonprofit housing agencies develop more than 1,600 units of affordable housing.

RCAC provides technical assistance and training to developers and agricultural worker housing sponsors in the following areas:

  • Single family housing production programs, such as U.S. Department of Agriculture (USDA) Section 523 mutal self-help rural housing program.
  • Multi-family housing production programs such as USDA Section 514-516 farm labor housing, USDA Section 515 rural rental housing, HOME rental housing; Federal Home Loan Bank's affordable housing program.
  • Housing rehabilitation programs, including USDA Section 504 repair program, USDA Section 533 housing preservation, community development block grant housing rehabilitation and HOME rental rehabilitation.
  • Community facilities financing and compliance; and housing counseling and development of demonstration programs, such as single-room occupancy housing, mobile-home park conversions, resident ownership of at-risk property, mutual housing, limited equity cooperatives and land trusts.
  • Advocacy and outreach for farm worker housing at local, state and national levels.
  • Mobile Home Park Assistance - With a grant from the MSC Fund of the Cooperative Development Foundation, RCAC offers technical assistance and training for mobile home parks converting to resident-owned cooperatives. (See brochure for details.)
    • RCAC is a proud member of the new ROC USA Network, whose mission is to make quality, resident-ownership of manufactured home communities viable nationwide.

RCAC housing programs: Offering a wide variety of services that benefit rural communities throughout the Western U.S.

Members of the RCAP network are familiar with the services that Rural Community Assistance Corporation (RCAC) provides in the areas of drinking water, wastewater and solid waste, but may not be aware of its programs to support the creation and preservation of affordable housing in rural communities. RCAC’s involvement in affordable housing goes back to the very beginnings of the organization.
