SUPPLEMENTARY INFORMATION:

Background

    Section 5310 of the 2002 Act changed the definition of qualified
beginning farmer or rancher by increasing the acres of land that these
applicants could own to a maximum of 30 (instead of 25) percent of the
average farm or ranch size in the county.

Need for Correction

    As published, the final regulations amended the definition of
``Beginning farmer or rancher'' in 7 CFR 762.102, 1941.4 and 1943.4 to
comply with the requirements of the 2002 Act. The definition of
``Beginning farmer or rancher'' is also included in 7 CFR 1955.103;
however, the necessary amendment was inadvertently not included in the
February 18, 2003, final rule.
