Story: Call for Applications: GBIF Nodes Liaison Officer

To help address requests for assistance that have been expressed by GBIF's Nodes to the Secretariat, the GBIF Governing Board has authorised that the position of Nodes Liaison Officer be established. Applications for the position are due 20 December 2004.

Ideally, the successful applicant will move to Copenhagen in early 2005 (all Secretariat staff reside in Copenhagen), and serve through the remaining duration of the current GBIF Memorandum of Understanding (that is, through December 2006).

The Nodes Liaison Officer will undertake the following tasks:

  1. Be the main contact point in the Secretariat for the NODES Committee and provide overall support to the NODES Chair and Vice Chairs.
  2. Together with the NODES Committee, propose effective mechanisms to address and implement the GBIF Work Programme in a timely manner and in a cost-effective way, and closely monitor activities of the Nodes via a regular reporting scheme.
  3. Advise the Nodes in overcoming obstacles and challenges in such areas as
    1. planning and organisation,
    2. promoting the involvement of the scientific community,
    3. attaining greater financial support from governmental and other funding agencies,
    4. achieving greater visibility and recognition, and
    5. providing advice on IT matters and IPR considerations.
  4. Provide follow-up services when a new GBIF Participant joins, helping the Participant to take the right steps in setting up a node and establishing a data provider network.
  5. As appropriate, make a schedule of country visits based on identified needs of the Nodes.
  6. Contribute to and participate in the GBIF training programme.
  7. Advise on best practices for Nodes and aid in the development of a best practices handbook and related web site for Participant Nodes.

The Nodes Liaison Officer ideally will have all of the following qualifications:
  1. An excellent understanding of the rationale, organisation and Work Programme of the Global Biodiversity Information Facility, and a dedication to its goals of open access to and interoperability of biodiversity databases.
  2. Experience in coordinating scientific projects and promoting collaborative endeavours.
  3. Skills in negotiation and management.
  4. Knowledge of information technologies.
  5. Inter-cultural communication skills, including a good command of English. Fluency in language(s) other than English would be an additional asset.
  6. Willingness to engage in extensive work-related travel.

In addition, it is desirable that the person be eligible for a secondment or a detail to the GBIF Secretariat by a GBIF Participant or group of Participants (GBIF would cover costs of moving, travel and other specifically GBIF-related expenses including cost-of-living differential). The terms "detail" and "secondment" mean that the individual's home organisation, institution or agency (or a consortium thereof) would continue to pay the person's salary during the period of employment at the GBIF Secretariat, but that the individual would be free of duties for that employer during the agreed-upon period so that his/her attention could be devoted specifically to GBIF tasks during that time.

However, interested persons with the qualifications listed above but ineligible for a detail or secondment should not hesitate to apply, especially if she / he is from a developing country. If such a person is selected, the salary to be paid will be negotiable pending assistance to GBIF from foreign aid agencies, depending on qualifications and experience of the individual (GBIF would cover costs of moving, travel and other specifically GBIF-related expenses).
