The Procurement Management Division acquires services, supplies, and equipment for the Rural Development National Office. We help customers prepare documents for their procurement requests, such as statements of work, specifications, and proposal evaluation criteria. We identify potential contractor sources. After we make a contract award, using simplified purchasing or formal contracting, we are part of the contract administration team that ensures appropriate contract performance. We also provide procurement guidance and oversight our Rural Development field offices.

The Division is comprised of two branches, the Policy and Program Management Branch and the Contract Operations Branch, which:

  • Implement and administer the Procurement Professionalism Program.
  • Implement and administer the Warrant Officer program.
  • Report to Congress and Executive Branch on procurement functions as required by law or Executive Order.
  • Develop, implement, and interpret procurement policy for Rural Development.
  • Conduct procurement oversight reviews in field offices to ensure legal and regulatory compliance.
  • Assist field Contracting Officers, advising on procurement procedures and methods to improve mission support.
  • Develop and administer automated procurement systems used throughout Rural Development.
  • Represent Rural Development's interests to Departmental and Federal Executive organizations responsible for procurement activities.
  • Advise executive level program and administrative officials on issues affecting procurement support to Rural Development.
