Pulling Together Initiative: Public-Private Partnerships to Manage Invasive Weeds
National Fish and Wildlife Foundation.
The Pulling Together Initiative (PTI) provides support on a competitive basis for the formation of local Weed Management Area (WMA) partnerships. These partnerships engage federal resource agencies, state and local governments, private landowners, and other interested parties in developing long-term weed management projects within the scope of an integrated pest management strategy. The goals of PTI are: To prevent, manage, or eradicate invasive and noxious plants through a coordinated program of public/private partnerships. To increase public awareness of the adverse impacts of invasive and noxious plants.
Full proposal due Dec 6, 2004 (pre-proposal due Oct 29, 2004).

Basic information submitted to NFWF via online preproposal form by Oct 29, 2004.
This Request for Proposals will fund projects occurring between May 1, 2005, and Sep 30, 2006.

Environmental Education Grant Program
Environmental Protection Agency.
EPA is soliciting grant proposals from education institutions, environmental and educational public agencies, and not-for-profit 501(c)(3) organizations to support environmental education projects that promote environmental stewardship.
Postmark due date is Nov 15, 2004.

2005 Challenge Cost-Share Grant Program (DOC | 609 KB)

The National Urban and Community Forestry Advisory Council (Council) serves to advise the Secretary of Agriculture on the status of the nation's urban and community forests. The Council seeks to establish sustainable urban and community forests by encouraging communities of all sizes to manage and protect their natural resources for this and future generations. Through its competitive Challenge Cost-Share Grant Program, the Council supports urban and community forestry activities that have national or widespread significance in their impact or application.
Pre-Proposals must be received (not just postmarked) by Nov 2, 2004.

NOAA Community-based Restoration Program (CRP)
DOC. NOAA. Fisheries Restoration Center.
The NOAA Community-based Restoration Program (CRP) provides funding to catalyze the implementation of locally-driven, grass-roots habitat restoration projects that will benefit living marine resources, including anadromous fish. The awards can range from $30,000-$200,000. Restoration projects involving the control of invasive species will be considered as long as anadromous fish or other living marine and or tidal resources will benefit.
Applications are due Sep 15, 2004.

Pesticide Environmental Stewardship Program - Regional Initiative Grants
Environmental Protection Agency.
EPA's Office of Pesticide Programs (OPP), in coordination with the EPA Regional Offices, is soliciting proposals for the Pesticide Environmental Stewardship Program (PESP) from eligible applicants who include the 50 States, District of Columbia, U.S. Virgin Islands, Commonwealth of Puerto Rico, any territory or possession of the United States, any agency or instrumentality of a State including State universities, and all federally recognized Native American Tribes. Under this program, cooperative agreement awards will provide financial assistance to eligible applicants to carry out projects that reduce the risks associated with pesticide use in agricultural and non-agricultural settings. The total amount of funding available for award in fiscal year 2004 is expected to be approximately $500,000 with a maximum funding level of $40,000 per project.
Applications must be received by your EPA Regional Office on or before Aug 30, 2004.

National Sea Grant - Requests for Proposals for FY 2005
Aquatic Invasive Species Research and Outreach Program
DOC. National Oceanic and Atmospheric Administration.
NOAA is soliciting proposals for research and outreach projects addressing the introduction and spread of aquatic invasive species. This program focuses on the prevention, monitoring and control of such species that threaten U.S. coastal, oceanic and Great Lakes communities, resources and ecosystems. Approximately $4.6 million over fiscal years 2005-06 is expected to be available for 50 awards; cost-sharing of at least 50 percent is required. Eligible are individuals; institutions of higher education; nonprofit organizations; commercial organizations; state, local and Indian tribal governments; foreign governments; and international organizations.
Pre-proposals are due Aug 27, 2004; full proposals are due Nov 16, 2004.

Business Opportunity - Integrating Transportation Network Data Into Predictive Models For Invasive Species Project

Jul 8, 2004, the Department of Transportation made a business opportunity available to enhance the predictive capacity and the transportation-decision utility of existing invasive species models through the addition of transportation system information. Such models include the Genetic Algorithm for Rule-set Prediction (GARP) or the Spatially Explicit Individual-Based Simulation (SEIBS) type models. The current method of responding to invasive species in transportation relies on early detection and subsequent removal, but such a strategy is reactive and may allow time for the species to become established. Modeling the potential distribution of a species based on characteristics of its ecological niche or other criteria is proactive and may improve our ability to prevent species invasions.

Kodak American Greenways Grants
Conservation Fund.
The Kodak American Greenways Awards Program, a partnership project of the Eastman Kodak Company, The Conservation Fund, and the National Geographic Society, provides small grants to stimulate the planning and design of greenways in communities throughout America.
Applications are due Jun 1, 2004.

Program of Research on the Economics of Invasive Species Management (PREISM), Fiscal 2004
USDA. Economic Research Service.
On Feb 9, 2004, ERS released a request for proposals for competitive awards under The Program of Research on the Economics of Invasive Species Management (PREISM). The PREISM program, now in its second year, is soliciting research proposals in three broad topic areas: (1) stakeholders and incentives for efficient invasive species program management, (2) practical decision tools for invasive species management, and (3) trade and invasive species. Research funded under these grants and agreements will focus on economic research and/or decision support system development with direct implications for USDA policies and programs that address protection from, control or management of, regulation concerning, or trade policy relating to invasive species. Competitive funding in fiscal year 2004 is expected to be about $1.2 million.
The deadline for submitting proposals is Apr 30, 2004.

Variable Milfoil Research Projects
New Hampshire Department of Environmental Services.
Received two federal grants, totaling about $1 million for research to develop improvements in the prevention and control of the exotic aquatic plant, variable milfoil, in New Hampshire water bodies.
It is requested that Conceptual Proposals and Qualifications be provided to DES by Apr 15, 2004 for initial consideration.

U.S. Environmental Protection Agency's Great Lakes National Program Office (GLNPO) - FY2004-2005 Funding Guidance
Environmental Protection Agency.
EPA is requesting Initial Proposals for projects, collectively totaling up to $4,180,000, furthering protection and clean up of the Great Lakes ecosystem. Invasive species is listed as one of the potential areas for projects -- $100,000 targeted for 2 to 4 projects. GLNPO requests Initial Proposals to address invasive (non-indigenous) aquatic and terrestrial species in the Great Lakes Basin with an emphasis on prevention.
The deadline for all Initial Proposals is 8:00 AM Central time, Mar 29, 2004.

Now accepting proposals for research grants targeting invasive plants of concern in the western U.S. The 2004 grant program seeks proposals in the areas of:

Florida Native Plant Society.
An Endowment Fund is maintained by the Florida Native Plant Society for the purpose of funding research on native plants.
Applications must be received by Mar 15, 2004.

Aquatic Nuisance Species Information and Education Small Grants Program
Great Lakes Aquatic Habitat Network and Fund.
Michigan 501(c)(3) non-governmental organizations, citizens, schools, indigenous tribal entities, and local units of government have an opportunity to apply for funding for local information and education projects regarding aquatic nuisance species. Funding for this program is made available by the Office of the Great Lakes through a grant from U.S. Fish and Wildlife Service. The program is administered by the Great Lakes Aquatic Habitat Network and Fund, a project of the Tip of the Mitt Watershed Council.
Application deadline is Mar 12, 2004 for a grant period beginning Jun, 2004.

Private Stewardship Grants Program
DOI. Fish and Wildlife Service.
The Private Stewardship Program provides grants and other assistance on a competitive basis to individuals and groups engaged in local, private, and voluntary conservation efforts that benefit federally listed, proposed, or candidate species, or other at-risk species.
Proposals must be received by the appropriate regional office no later than Mar 8, 2004.

Cooperative Weed Management Area Support Grants - 2004
Montana State University. Center for Invasive Plant Management.
Announces the availability of grants to support the establishment and/or enhancement of cooperative weed management areas (WMAs) that involve diverse landowners and land managers - for example, private landowners, community groups, conservation groups, and local, state, and federal agencies. The goal of this program is to promote cooperative efforts to manage invasive plants and build healthy ecosystems at the watershed level.
Deadline: Proposals must be submitted online (see form below) by 5 p.m. (MST) Mar 5, 2004. Grant awards will be announced by Apr 30, 2004.

Strategic Environmental Research and Development Program Statement of Need for FY05, Conservation New Start - Identification of Vectors for Transport of Non-Indigenous Species by Department of Defense
Strategic Environmental Research and Development Program.
The objective of this Statement of Need (SON) is to solicit proposals to develop methods to identify and control the spread of non-native invasive species (NIS) that may be inadvertently transported by DoD vehicles and/or personnel.
This year's solicitation was released Nov 6, 2003. Preproposals from the non-federal sector are due Jan 8, 2004, and federal proposals are due via your Executive Working Group member Mar 4, 2004.

The Global Biodiversity Information Facility (GBIF) Funding Opportunity and Requests for Proposals (RFP)
Global Biodiversity Information Facility.
GBIF issued two RFP for 2004. One of the funding opportunities would provide seed money for selected projects to digitize and geo-reference natural history specimen label data and integrate observational records (DIGIT) into the GBIF network. The second funding opportunity will attempt to speed up the process of creating an Electronic Catalogue (ECAT) of the names of known organisms. These RFPs are part of the DIGIT and ECAT 2004 work program.

The Five-Star Restoration Challenge Grants Request for Proposals
Environmental Protection Agency; National Fish and Wildlife Foundation.
This is a national competitive program open to all small scale wetland, riparian and coastal restoration projects that have an educational component, monitoring plan, and diverse strong partnerships with ideally five organization that contribute funding, land, technical assistance, workforce support or in-kind contributions. The partners can include local, state or tribal governments, local businesses, corporations, schools, foundations, conservation organizations, nonprofits or youth organizations. The individual grant awards range from $5,000 - $20,000 (average $10,000). Successful projects funded in the past by Five-Star include mangrove restoration and exotic species removal, clam and scallop restoration, riparian planting, oyster reef restoration and fish passage improvement projects.
Applications must be postmarked by Mar 1, 2004.

David H. Smith Conservation Research Fellows Program
Nature Conservancy; Smith Fellows.
This post-doctoral program enables outstanding early-career scientists to improve and expand their research skills while directing efforts towards problems of pressing conservation concern in the United States. The program seeks especially to improve linkages between conservation theory and application by enabling fellows to collaborate closely with conservation practitioners familiar with pressing policy and management needs. We envision that the cadre of scientists supported by the Smith Fellows Program will eventually assume leadership positions across the field of conservation science. Proposals are selected on the basis of innovation and strength of research, but a candidate's leadership potential is a primary criterion.
All application materials, including letters from sponsors and references, must be received at The Nature Conservancy on or before Jan 30, 2004.

FY 2004 National Research Initiative (NRI) Competitive Grants Program
USDA. Cooperative State Research, Education, and Extension Service.
CSREES requests applications for the National Research Initiative (NRI) Competitive Grants Program for fiscal year (FY) 2004 to support (1) high priority fundamental and mission-linked research of importance in the biological, environmental, physical, and social sciences relevant to agriculture, food, and the environment and (2) competitively awarded research, extension, and education grants addressing key issues of national and regional importance to agriculture, forestry, and related topics. In FY 2004, CSREES anticipates that approximately $120 to $150 million will be available for support of this program.

2004 Ballast Water Treatment Technology Proposals
DOC. NOAA. National Sea Grant.
The National Oceanic and Atmospheric Administration (NOAA), the U.S. Fish and Wildlife Service (Service), and the U.S. Maritime Administration (MARAD) have announced the Ballast Water Technology Demonstration grants competition for 2004.
Brief preliminary proposals must be received on or before Feb 13, 2004. Full proposals are due Feb 17, 2004.

2004 Budweiser Conservation Scholarship Program
National Fish and Wildlife Foundation.
Anheuser-Busch and the National Fish and Wildlife Foundation are seeking applications for the 2004 Budweiser Conservation Scholarship Program. This competitive scholarship program supports and promotes innovative research or study that seeks to respond to today's most pressing conservation issues. The Conservation Scholarship Program is designed to respond to many of the most significant challenges in fish, wildlife and plant conservation in the United States, whether it is the sustainable use of natural resources, including sportfish and game, recovery of an endangered species, or control of invasive exotic species, by providing scholarships to eligible graduate and undergraduate students who are poised to make a significant contribution to the field of conservation.
2004 Full Proposal Due Date: Jan 16, 2004.

Oregon State Weed Board Grant Program
Oregon Department of Agriculture.
The program is designed to protect Oregon's natural resources from the invasion and proliferation of noxious weeds. The Noxious Weed Control Program has five primary goals:

  • Coordinate statewide noxious weed prevention and control efforts.
  • Implement statewide integrated weed management projects with public and private sectors.
  • Conduct surveys to detect and delimit invasive noxious weed species.
  • Implement and coordinate biological control of weed projects.
  • Provide information to cooperators on weed management.

Application deadline will be Jan 9, 2004, with final awards announced on Feb 23, 2004.

Biocomplexity in the Environment (BE): Integrated Research and Education in Environmental Systems
National Science Foundation.
Among topics that could be appropriate for consideration in the competition are landscapes and land use; natural capital, ecosystem services, and social valuation of the natural environment; maintenance of biodiversity; propagation and control of invasive species; interplay of the built environment with other human and natural systems; natural resource use and conservation; the dynamics of uncertainty; the resilience and vulnerability of social institutions to environmental change; the resilience and vulnerability of biophysical systems to human-generated stresses; and the role of scientific information in environmental justice.
