The position of 3rd Vice-Chair was adopted by the Governing Board at GB13, and the election was conducted inter-sessionally.

According to the Rules of Procedure (Paragraph 6.4), during intersessional voting a quorum is achieved 'when one half of the Voting Participants plus one have responded within due time'. Since we currently have 25 Voting Participants, this means that at least 13 of them needed to vote for the election to be valid.

Furthermore it should be noted that Vice-Chairs of the Governing Board are elected by simple majority (Rules of Procedure Paragraph 1.7.7).

By the 15 February deadline, the Secretariat and the Chair of the Governing Board had received 21 valid ballots, and Gladys Cotter received a majority of these.

Ms. Cotter will take up her duties immediately.
