CIRCA is a group collaboration system for the Internet. You can find more information about CIRCA at

The purpose of CIRCA is to be the primary storage area for working documents and discussion on them. The Governing Board, all GBIF committees, and subcommittees have their own areas in CIRCA.

For smooth transition, links on the support site will gradually start pointing to documents stored on CIRCA.

Early October you were sent a personal CIRCA username and password. (The message came from circa@circa.gbif.net and the subject had the words "Registration info" at the end -- you were asked to save it.) They are needed to access CIRCA areas related to GBIF business. However, all technical content on CIRCA is publicly available without password.
