The Environmental Protection Agency (EPA) has a currently-open request for initial proposals (IPs) "from States, Tribes, local governments, universities, non-profits, and other eligible entities...for unique and innovative projects that address the requirements of the National Pollutant Discharge Elimination Systems (NPDES) program." This is not a Ballast Water funding anouncement, but ballast water is one of the eligible topics. From the announcement:

"The Office of Wastewater Management at EPA Headquarters has identified several subject areas for priority consideration. EPA will award WQCAs for research, investigations, experiments, training, demonstrations, surveys and studies related to the causes, effects, extent, prevention, reduction, and elimination of water pollution in the following subject areas:

Ballast Water Treatment
- On-board treatment or marine disposal technologies for various ships
- Sediments that have collected in ballast tanks
- Fate and transport in marine, estuary, and fresh water systems of any use of biocides (e.g. chlorine derivatives) to treat ballast water"

Availability of approximately $3.1 million for funding 30 to 35 projects demonstrating various pollution control methods. Funding for individual projects would range from $10,000 to $500,000, with an average of $100,000 each.

Deadline for IPs is Dec 30, 2002.

Request for Proposals: Sea Grant National Strategic Investments in Aquatic Nuisance Species, Oyster Disease, and Gulf of Mexico Oyster Industry

Sea Grant is requesting proposals for Aquatic Nuisance Species Program, which seeks to fund research and outreach projects for the prevention and control of introduction and spread of aquatic nuisance species. Sea Grant expects to provide a total of about $5,600,000 to support projects in the aquatic nuisance species research or outreach over a two-year period (FY2003 and FY2004). Matching funds equal to a minimum of 50% of the Federal request will be required.

Preproposals are due to the state Sea Grant Programs by Sep 17, 2002. After evaluation at the National Sea Grant Office (NSGO), some proposers will be encouraged to prepare full proposals, which must be received by 5 p.m. (local time) on Dec 3, 2002.

Ballast Water Technology Demonstration request for proposals
DOC. NOAA. National Sea Grant.
NOAA National Sea Grant Office, the U. S. Fish and Wildlife Service, and the U.S. Maritime Administration, are jointly requesting proposals for ballast water technology demonstration projects. In support of successful proposals, a total of about $2.1 million, and the opportunity to use certain ships of the U.S. Maritime Administration as test platforms, are expected to be made available. Interested parties may apply for funding, for use of a Maritime Administration ship, or forboth.

Detailed information on program areas and priorities, eligibility requirements, closing dates, evaluation factors, selection procedures, filing instructions, limitations and conditions on grants, and other information necessary to writing a successful proposal, are all contained in the Federal Register notice. Applications for use of a MARAD ship are due Jul 8, 2002
Applications for funding are due Jul 22, 2002

Economic Impact of Aquatic Weeds
Aquatic Ecosystem Restoration Foundation.
Sponsoring research to study the economic affects of aquatic invasive species. The models that result from this program will aid resource managers in decision making and defending goals in regard to aquatic plant management actions.

(This RFP will remain open until Jul 1, 2002 and Oct 1, 2002. That is, proposals in hand on Jul 1, 2002 will be reviewed for acceptance by Jul 22, 2002 for funding starting Aug/Sep 2002, proposals in hand on Oct 1, 2002 will be reviewed for acceptance by Nov 5, 2002 for funding starting Jan 2003.)

Division of Conservation Services Grant Programs - Massachusetts
Massachusetts Executive Office of Environmental Affairs. Division of Conservation Services.
Provides support for projects that prevent pollution, restore environmental quality and protect natural resources
Grant application deadline of Jun 1 each year.

Five-Star Restoration Challenge Grants
National Fish and Wildlife Foundation.
The National Association of Counties, the National Fish and Wildlife Foundation, and the Wildlife Habitat Council, in cooperation with the U.S. Environmental Protection Agency (EPA), the Community-Based Restoration Program within NOAA Fisheries, and other sponsors are soliciting applications for the Five-Star Restoration Challenge Grant Program. "The grant program awards and aids community-led initiatives that focus on wetland and watershed restoration." Approximately $1.5 million is available; grants average $10,000. Provides modest financial assistance on a competitive basis to support community-based wetland, riparian and coastal habitat restoration projects that build diverse partnerships and foster local natural resource stewardship through education, outreach and training activities.
Applications must be postmarked by Mar 1, 2002.

FY 2002 - 2003 Great Lakes National Program Office Request for Proposals
Environmental Protection Agency.
The U.S. Environmental Protection Agency's Great Lakes National Program Office (GLNPO) is inviting submissions of Proposals for innovative projects furthering protection and clean up of the Great Lakes ecosystem; including Invasive Species - $300,000
The deadline for Proposals is Feb 15, 2002.

Research Grants
Florida Native Plant Society.
An Endowment Fund was established by the Florida Native Plant Society for the purpose of funding research on native plants. Applications must be received by Feb 15, 2002.

2002 Agro-Enviro Tech Grant Program - Massachusetts Department of Agricultural Resources
Massachusetts Department of Agricultural Resources.
Inviting proposals to fund demonstration projects, feasibility analyses and applied research designed to address agriculture related environmental concerns and development needs. At least one grant has been used recently for aquatic weed control.
Due Date is Jan 26, 2002.
