Homeless
Homeless individuals are often unable to
access or comply with mainstream federal assistance programs such as
TANF because of the inherent conditions of homelessness: transience,
instability, and lack of basic resources. The
Stewart B. McKinney Act provides targeted, emergency relief to homeless
through a myriad of programs specifically designed for homeless (i.e.
Emergency Shelter Grants, Continuum of Care Programs, Supplemental
Assistance for Facilities to Assist the Homeless, etc.). In
order to reduce the incidence of homelessness, states and localities
may want to consider using Temporary Assistance for Needy Families
(TANF) funds to provide short term aid to families falling behind on
rent, mortgage, or utility payments.
