SUMMARY: On January 22, 2004, the Office of Personnel Management (OPM)
issued implementing rules regarding the reimbursement provisions of
Title II of the No FEAR Act (69 FR 2997). The interim final rule
contained a 60-day comment period. Upon further consideration, OPM has
decided to extend the initial comment period until April 26, 2004.

Abstract: The Office of Personnel Management (OPM) is issuing interim
regulations to implement certain Governmentwide human resources
flexibilities contained in the Homeland Security Act of 2002. This
regulation provides agencies with increased flexibility in assessing
applicants using alternative ranking and selection procedures; the
ability to select qualified candidates for jobs in the competitive
service using direct-hire procedures including selection for temporary
and term positions; the authority to pay or reimburse the costs of
academic degree training from appropriated or other available funds
under specified conditions; and increased flexibility in the use of
academic degree training to address agency-specific human capital
needs, goals, and challenges. This interim regulation will also remove
part 333 of title 5, Code of Federal Regulations, Recruitment and
Selection for Temporary and Term Appointments Outside the Register.

and Budget a request for reclearance of a revised information
collection. RI 20-7, Representative Payee Application, is used by the
Civil Service Retirement System (CSRS) and the Federal Employees
Retirement System (FERS) to collect information from persons applying
to be fiduciaries for annuitants or survivor annuitants who appear to
be incapable of handling their own funds or for minor children. RI 30-
3, Information Necessary for a Competency Determination, collects
medical information regarding the annuitant's competency for OPM's use
in evaluating the annuitant's condition.

SUMMARY: This notice publishes the "2003 Nonforeign Area Cost-of-
Living Allowance Survey Report: Alaska and Washington, DC, Areas." The
Federal Government uses the results of these surveys to set cost-of-
living allowance (COLA) rates for General Schedule, U.S. Postal
Service, and certain other Federal employees in Alaska, Hawaii, Guam
and the Commonwealth of the Northern Mariana Islands, Puerto Rico, and
the U.S. Virgin Islands. This report contains the results of the COLA

SUMMARY: The agencies that issued the Uniform Guidelines on Employee
Selection Procedures (UGESP or Uniform Guidelines) (43 FR 38290 et.
seq., August 25, 1978, 29 CFR part 1607, 41 CFR part 60-3, 28 CFR
50.14, and 5 CFR 300.103(c)) have previously recognized the need for an
interpretation of the Uniform Guidelines, as well as the desirability
of providing additional guidance to users and enforcement personnel, by
publishing two sets of Questions and Answers (44 FR 11996, March 2,
1979; 45 FR 29530, May 2, 1980). These Additional Questions and Answers
are intended to provide further guidance in interpreting the Uniform
Guidelines with respect to the Internet and related technologies. This
document solicits public comment on the information collection
requirements in the Additional Questions and Answers.

SUMMARY: The Office of Personnel Management (OPM) is amending its
regulations regarding administrative sanctions of health care providers
participating in the Federal Employees Health Benefits Program (FEHBP).
This rule clarifies the circumstances under which payments may be made
from FEHBP funds to suspended providers and implements the financial
sanctions provisions of section 2 of the Federal Employees Health Care
Protection Act of 1998 (Pub. L. 105-266), which authorize OPM to impose
civil monetary penalties and financial assessments against health care
providers who commit certain types of violations against the FEHBP.
