Presidential directives are a form of executive order issued by the President of the United States. On October 29, 2001, President George W. Bush issued the first of a new series of special presidential directives called “ Homeland Security Presidential Directives” or “HSPDs”. HSPDs are issued by the President with the advice and consent of the President’s Homeland Security Council to record and communicate presidential decisions about the homeland security policies of the United States. The President has issued 13 HSPDs since October 29, 2001. Seven of the HSPDs have bearing on APHIS activities;
