Effective October 1, 2007, the Pesticide Registration Improvement Renewal Act (PRIA 2) reauthorized the Pesticide Registration Improvement Act of 2003 (PRIA 1) for five more years, until 2012. PRIA 1 established pesticide registration service fees for registration actions. The category of action, the amount of the pesticide registration service fee, and the corresponding decision review periods by year are prescribed in these statutes. Their goal is to create a more predictable evaluation process for affected pesticide decisions, and couple the collection of individual fees with specific decision review periods. They also promote shorter decision review periods for reduced-risk applications.
The PRIA 2 legislation increased the number of actions covered by fees, modified the payment process and application in-processing and affects registration applications received by EPA as of October 1, 2007. Registration applications covered by PRIA received between March 23, 2004 and September 30, 2007 will be processed by the EPA under PRIA 1 fees, decision review periods, and procedures and PRIA 1 guidance will be maintained on this site for reference. Guidance is being posted for PRIA 2 as it becomes available.

Fee determination information
- Fee Determination Decision Tree FY09/10 - The decision tree will help applicants requesting a pesticide registration or certain tolerance action to accurately identify the category of their application and the amount of the required fee before they submit the application. Applies to applications received by the Agency on and after October 1, 2008.
- PRIA 1: Overview of Fee Reduction Formula for applications received by EPA between March 23, 2004 and September 30, 2007. EPA has developed formulas for determining the reductions in the registration service fee for actions that are partially completed. The formula will be modified for PRIA 2 such that a maximum reduction is no more than 75%.
- PRIA 1: Preliminary Interpretations of Fee Categories for applications received by EPA between March 23, 2004 and September 30, 2007. This document provides interpretations for the 90 fee categories identified in the Pesticide Registration Improvement Act (PRIA).
