The Secure Rural Schools and Community Self-Determination Act was originally in effect from 2001 through 2006. In mid-2007, the legislation was extended through 2007.

Attached is a powerpoint presentation made to Southeast Conference in March 2007 summarizing the work of the three Resource Advisory Committees authorized under the legislation. In Alaska, there are three active committees for portions of the Tongass National Forest, involving the communities of Yakutat, Wrangell and Petersburg, and Ketchikan.

Legislation Background

In October 2000, Congress passed Public Law 106-393 entitled Secure Rural Schools and Community Self Determination Act of 2000 which stabilized federal payments to states for funding schools and roads. The new law commonly referred to as "Payments to States", replaces and fundamentally changes the way the Forest Service returns a portion of its annual receipts to jurisdictions falling within national forest boundaries.

Much of the Payments to States and Resource Advisory Committee information is now kept on a National Payments to States website. Some links on this page, such as those for the RACs, lead to that national site.
