USDA Rural Development in the Southern New England Jurisdiction offers a wealth of services and programs to rural communities. It is our mission to ensure that rural citizens participate fully in the global economy as well as to deliver programs in a way that will support increasing economic opportunity and improve the quality of life of rural residents. Rural Development is Rural America's Venture Capitalist.  Providing equity, liquidity, and technical assistance to finance and foster growth in homeownership, business development, and critical community and technology infrastructure.

September 26, 2003 - Pre-schoolers from the Community Children’s Center gathered at the construction site of their future school to break ground and meet Rural Development State Director, David Tuttle who helped secure funding for the new facility.  The ceremony celebrated USDA Rural Development’s announcement of a $325,000 low interest, federal loan to the Community Children’s Center which will be used to construct the new, 2,400 square foot day care center on Mansfield City Road in Storrs, CT. October 21, 2005 - The newly constructed Community Children’s Center welcomed ‘prescholars’ and USDA Rural Development State Director, David Tuttle to a celebration of the centers’ grand opening.

Our financial programs support such essential public facilities and services as water and sewer systems, housing, health clinics, emergency service facilities and electric and telephone service. We promote economic development by supporting loans to businesses through banks and community-managed lending pools. We offer technical assistance and information to help agricultural and other cooperatives get started and improve the effectiveness of their member services.
