The Wyoming Cooperative Agricultural Pest Survey (CAPS) / Pest Detection Program Is a Cooperation Between the Animal Plant Health Inspection Service (APHIS), the University of Wyoming (UW) and the Wyoming Department of Agriculture (WDA).
