Fighting Great Lakes Invaders at Sea: Ships Must Flash Tanks with Saltwater (Jan 18, 2007)

Under the rule, ships will be required to swish saltwater through their ballast tanks and pump it back into the ocean 200 nautical miles offshore. The proposed rule would make U.S. requirements consistent with existing Canadian regulations.
