It also explained the process and procedures associated with such a transfer.

The Uniform Financial Reporting Standards (UFRS), at 24 C.F.R. § 5.801, require Public Housing Agencies (PHAs) or any other entities , such as non-profit organizations or cities that administer the Housing Choice Voucher (HCV) Program, to submit financial information to the Department of Housing and Urban Development (HUD) electronically. With the issuance of Notice PIH 2006-3 on January 11, 2006, PHAs were reminded of the regulatory requirement to submit their fiscal year end (FYE) financial information to HUD through the Financial Assessment Subsystem for Public Housing (FASS-PH), and to submit certain leasing and cost data through the Voucher Management System (VMS). For some PHAs, this constituted their first year of providing annual financial reports to HUD through FASS-PH. During HUD's review of these submissions, certain common reporting issues were noted. This Notice revises the Disaster Housing Assistance Program (DHAP) Operating Requirements to reflect that rental subsidy payments under DHAP will not commence until December 1, 2007. Previously, DHAP rental subsidy payments for the initial group of families transitioning from Federal Emergency Management Agency (FEMA) rental assistance to DHAP were scheduled to commence on November 1, 2007. FEMA will continue to make rental assistance payments (either directly or through FEMA's contractor Corporate Lodging Consultants (CLC)) on behalf of these families for November.[...]

These operating requirements set forth the policies and procedures for the Disaster Housing Assistance Program (DHAP). DHAP is a HUD-FEMA pilot grant program to provide rent subsidies for non-HUD assisted individuals and families displaced by Hurricane Katrina or Hurricane Rita.

Public Housing Agencies (PHAs) that agree to administer DHAP must do so in accordance with these requirements and any subsequent HUD directives and guidance for the program.

On June 18, 2007, the Department advised public housing agencies (PHAs), through the issuance of Notice PIH 2007-14, Implementation of the Federal Fiscal Year 2007 Funding Provisions for the Housing Choice Voucher Program, of the availability of funds from the $100 million set-aside provided under the Revised Continuing Appropriations Resolution, 2007 (Revised CR 2007). The purpose of this notice is to advise all PHAs of the Department's decision to re-open the application period for requests for funds from the $100 million set-aside provided under the Revised CR 2007 and to extend the period of eligibility for portability and unforeseen circumstances into CY 2007. This notice revises specifically Paragraph 9 "$100 million Set-Aside to Adjust PHA Baseline" of PIH Notice 2007-14.

This Notice informs public housing agencies (PHAs) in Louisiana and Mississippi who are eligible to combine Housing Choice Voucher and public housing operating and capital funds under section 901 of 2006 emergency supplemental appropriations that this flexibility has been extended to include both calendar years (CY) 2006 and 2007. The 2006 appropriations language only allowed fungibility for calendar year 2006.

This Notice informs DVP administering public housing agencies (PHAs) that the DVP has been extended beyond its previous sunset date of September 30, 2007. In addition, the time period for the waiver of the normally applicable voucher program tenant rent contribution requirements for DVP families has been changed. The waiver of the tenant’s rent contribution now applies to all DVP families until December 31, 2007.

This Notice informs Public Housing Agencies (PHAs) of the passage of the Violence Against Women Act and Department of Justice Reauthorization Act of 2005 (VAWA). Among many other things of significance to PHAs, VAWA prohibits the eviction of, and removal of assistance from, certain persons living in public or Section 8-assisted housing if the asserted grounds for such action is an instance of domestic violence, dating violence, sexual assault, or stalking, as those terms are defined in Section 3 of the United States Housing Act of 1937 as amended by VAWA (42 U.S.C. 13925).

This notice reinstates, without change, Notice PIH 2005-5, issued February 1, 2005.

Notice 2005-5 explains the New Freedom Initiative, Executive Order 13217: "Community-Based Alternatives for Individuals with Disabilities," and the Housing Choice Voucher Program, and provides guidance to PHAs and HUD field staff on initiatives that can be implemented to assist families with a person with disabilities (which can include an individual person with a disability) in their search for housing under the Housing Choice Voucher program.
FR-5068-N-01Published June 15, 2006"Proposed Fair Market Rents for the Housing Choice Voucher Program and Moderate Rehabilitation Single Room Occupancy Program; Fiscal Year 2007." The proposed numbers would amend FMR schedules used to determine payment standard amounts for the Housing Choice Voucher program, to determine initial renewal rents for some expiring project-based Section 8 contracts, and to determine initial rents for housing assistance payment (HAP) contracts in the Moderate Rehabilitation Single Room Occupancy program. Other programs may require use of FMRs for other purposes.
FR-4995-N-06Published and made effective June 2, 2006“Final Fair Market Rents for the Housing Choice Voucher Program and Moderate Rehabilitation Single Room Occupancy Program for Fiscal Year 2006; Additional Revision.” This notice updates the FMRs for the metropolitan areas of Aquadilla, Arecibo, Barranquitas, Caguas, Fajardo, Guayama, Ponce, and San Juan, PR.
FR-5061-N-01Published April 3, 2006"Disaster Voucher Program; Notice of Statutory and Regulatory Waivers for Public Housing Agencies Assisting With Recovery and Relief in Hurricanes Katrina and Rita Disaster Areas."

This notice provides specific income eligibility and tenant contribution waivers to assist families in sustaining and obtaining housing during the recovery efforts, and to give eligible families additional time to recover from the economic impact of Hurricanes Katrina and Rita. In addition, the implementation of waiver authority assists in reducing impediments that may otherwise delay the speedy transition to and implementation of the DVP for families affected by the hurricanes.

The details of the Disaster Voucher Program (DVP) are discussed in PIH Notice 2006-12.

This notice informs the public that the United States Department of Agriculture (USDA) is establishing a demonstration USDA Voucher Program, to be administered by the HUD, pursuant to an Inter Agency Agreement (IAA) between the two Departments, executed on March 1, 2006. This notice informs the public that USDA, acting under the IAA with HUD, shall make up to $16 million available for this purpose, and it also sets forth the policies and procedures for use of these vouchers.

This notice follows HUD's publication of the General Section of the FY2006 Super NOFA on January 20, 2006 (71 FR 3382), and presents the 39 individual funding opportunities that constitute HUD's FY2006 SuperNOFA. With this notice, HUD made available approximately $2.2 billion in assistance.

This notice updates the FMRs for Burlington, VT, St. Mary's County, MD and San Jose, CA based on Random Digit Dialing (RDD) surveys conducted in November 2005. It also revised FMRs for Baton Rouge and New Orleans, based on January 2006 data.

Through this Notice HUD is notifying Public Housing Agencies of the reduction and recapture of any remaining program reserve balances (ACC reserves) previously maintained pursuant to 24 CFR 982.154(b).
