Under licenses granted by various publishers and information providers, the NRL Library is authorized to disseminate current and back issues of selected scientific journals and online databases through InfoWeb.

License Restrictions

Under the terms of these agreements, staff at authorized sites may search and view materials in these various applications and make reasonable copies for personal use. Signed licenses specifically forbid:

  1. Substantial or systematic reproduction
  2. Occasional re-distribution to non-authorized users
  3. Systematic supply or distribution to non-authorized users

Copyright

Journal articles and databases are copyrighted materials, even if produced by government employees, and must be protected. The National Commission on New Technological Uses of Copyright Works created a set of guidelines to help complying with copyright law. Section 107 of the Copyright Act deals with the issue of fair use and sets forth four criteria to be met in determining fair use:

  1. The purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes.
  2. The nature of the copyrighted work.
  3. The amount and substantiality of the portion used in relation to the copyrighted work as a whole.
  4. The effect of the use upon the potential market for or value of the copyrighted work.

License terms can supercede copyright and fair use stipulations.

Public Domain

NRL Press Releases and Technical Reports do not have copyright statements and are in the public domain.
