Telecommunications Mission Area Control Officers

The Agency TMACO is designated within each mission area/agency and is empowered to control the ordering and to provide oversight when ordering network (access) services;

coordinates the mission area/agency's efforts to achieve the goals of the TNSMP;

reviews telecom service and equipment acquisitions to ensure that they are supported by documented business needs, that proper technical analysis has been done, and that service aggregation alternatives have received thorough consideration;

is the agency liaison for the mission area/agency on matters relating to TNSMP and will act as the USDA/OCIO/NTSO's single point of contact, regarding telecommunications;

maintains the appropriate records for telecommunication services and equipment justifications that provide the basis for NTSO's assessment of current and future telecommunications management issues and initiatives;

serves as the signature authority to approve the ordering of network (access) and telecommunications services and equipment;

facilitates the engineering of network access arrangements guaranteeing that they meet mission area/agency business requirements and comply with Departmental regulations and fit within the USDA IT architecture;

maintains the contents of the agency's telecommunications Forecast/Inventory/Reporting (FIR) databases;

analyzes opportunities for aggregating existing or planned agency network access services and equipment via the FIR database;

provides telecommunication recommendations and operational guidance to the Dedicated Agency Representatives (DAR) (s);

maintains cost/benefit analyses, and all other documentation pertinent to the agency's decision for implementing telecommunications services and equipment, and ensuring the most cost-effective solution for program delivery within USDA, while ensuring agency compliance with USDA standards of operations.
