SUBJECT: Documentation of Position Classification Advisory Determinations

Reference memorandum, SAMR-CPP, of November 17, 1997, subject: Delegation of Position Classification Authority.

Effective immediately, in all cases where a servicing Civilian Personnel Operations Center (CPOC) and a manager exercising Delegation of Position Classification Authority (DCA) do not agree on the final classification of a position description (PD), the CPOC will provide the manager with a formal written position classification evaluation advisory. The advisory must reference the PD number, pay plan, the appropriate classification standard(s) and clearly and specifically address all factors at issue, explaining why the manager's classification determination is not adequate to support the pay plan, title, series, and/or grade allocated in accordance with the cited standard(s). The advisory is to be transmitted, as a formal document, directly to the manager exercising DCA, with a copy to the servicing Civilian Personnel Advisory Center. Copies of all written advisories are to be maintained in a centrally located file within the CPOC for future reference.
