High Technology and Strategic Trade Cooperation

The United States Department of Commerce and the Ministry of Commerce of the People’s Republic of China have reviewed progress on cooperation in the context of the Exchange of Letters on the End-Use Visit Understanding (EUVU) signed at the 2004 Joint Commission on Commerce and Trade (JCCT), and continue to recognize that full implementation of the EUVU is essential to strengthening civilian high technology and strategic trade between the two countries.

Building upon this significant progress, the United States Department of Commerce and the Ministry of Commerce of the People’s Republic of China have agreed to establish a U.S.-China High Technology and Strategic Trade Working Group under the JCCT. Creation of this Working Group marks a notable step forward in strengthening U.S.-Chinese civilian high technology and other strategic trade cooperation and increasing mutual trust. It will provide an important new mechanism for full implementation of the EUVU by both sides, further enhancing bilateral cooperation, and developing principles and methods to facilitate such trade. The Group will meet twice yearly under the co-chairmanship of the Deputy Under Secretary of Commerce for Industry and Security and the Director-General for the Department of Science and Technology, Ministry of Commerce, People’s Republic of China. Among the Group’s first activities will be planning a bilateral seminar in China at a time to be agreed upon by both sides.
