Veterans Home Loans

This program helps veterans purchase and retain their homes. It provides low-interest and zero-down payment loans, and assists in retaining homes during times of financial hardship. The program is available to eligible veterans, active-duty service members, reservists, and surviving spouses.

Rating

What This Rating Means

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • While the program's purpose is clear and it addresses a specific and existing need, it is duplicative of other federal and state efforts. For example, the Department of Housing and Urban Development provides similar programs to help people purchase homes.
  • The program does not have specific long-term performance measures that are focused on outcomes or reflect the purpose of the program. However, the program is developing a measure on the percentage of veterans who could not have purchased a loan without this program.
  • The program does not conduct annual independent evaluations to support program improvements and does not collect timely performance information to improve its effectiveness.

Improvement Plan

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Coordinating with the Department of Housing and Urban Development to develop more coordinated efforts in administering home loan programs.
  • Developing analyses of how results information derived from new measures is used and how this information impacts program performance.
  • Developing plans to conduct independent evaluations to identify ways to improve the program's effectiveness.
