National Nuclear Security Administration: Fissile Materials Disposition Program

The Fissile Materials Disposition Program supports nuclear nonproliferation by disposing of at least 34 metric tons (MT) of surplus U.S. weapons-grade plutonium, 217 MT of non-waste surplus U.S. highly enriched uranium, and providing support for reciprocal Russian disposition of 34 MT of surplus weapons-grade plutonium.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • Proper program planning and management are practiced but early results were limited. Goals are well defined and performance on plutonium disposition projects and highly enriched uranium disposition rates are being tracked. Funds are well managed but past program delays and Congressionally-directed funding reductions have prevented the award of some contracts and obligation of associated funds.
  • Agency project management requirements are being followed. The U.S. MOX Facility cost/schedule baseline was validated and construction began Aug. 2007. The U.S. and Russia are negotiating changes to Russia's plutonium disposition program consistent with that country's energy strategy. If successful, Russia could begin plutonium disposition in the 2013 timeframe.

We are taking the following actions to improve the performance of the program:

  • Finalizing project performance baselines and obtaining Departmental approvals for the Waste Solidification Building project.
  • Completing certification of earned value management systems.
  • Establishing a process for internal biannual financial reviews.
