National Nuclear Security Administration: Nonproliferation and International Security

The program strengthens the global nuclear nonproliferation by limiting sensitive exports, supporting international safeguards, and providing technical and policy advice to develop and implement U.S. policy (treaties, agreements, and mutual inspections).

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program has a clear and unique purpose to prevent the spread of nuclear weapons. The program has clear performance measures, such as confirming that 500 metric tons of Russian weapons-usable highly enriched uranium will be eliminated by 2014 and number of technologies transferred to international regimes and other countries to prevent and counter proliferation and nuclear terrorism.
  • The program has demonstrated good progress in achieving its long-term and annual performance goals. By the end of 2004, 219 of 500 metric tons of Russian highly enriched uranium has been eliminated through downblend.
  • The program could improve its ability to validate results by increasing the scope and quality of independent evaluations.
