Security Assistance for Near East Asia

Assistance to the Near East Asia region promotes U.S. national security by: preventing and responding to terrorism, strengthening military to military ties, promoting civilian control of the military and respect for human rights, and furthering the ability to operate in peace support operations.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • Security assistance programs contribute to the development of responsible and capable regional militaries through the provision of training and equipment. Training and equipment enhance the capabilities of regional militaries to combat and prevent terrorism and contribute to regional stability.
  • Most security assistance funding for the Near East Asia region is based on political commitments that help to ensure peace between Israel and its neighbors. Improvement is needed in development of benchmarks for specific military capabilities that the U.S. would like to achieve based on long-term, country-specific security strategies.
  • As measured by Department of State annual human rights reports, a goal of security assistance programs is to deter and reduce incidents of human rights abuses by regional militaries. A need to improve human rights screening for training programs in the region was identified in a recent external report.

We are taking the following actions to improve the performance of the program:

  • Implementing improvements to assure that vetting procedures for human rights concerns are systematically reviewed & reported to the Dept. for incoporation in int'l military educ. training programs.
  • Establishing country-specific objectives for military assistance that support U.S. policy goals of the military assistance program.
