Federal Emergency Management Agency: Homeland Security Grants Programs

FEMA's homeland security grants assist State, local, and tribal governments in preventing, preparing for, protecting against, and responding to acts of terrorism, as well as natural or man-made hazards. Included are State Homeland Security Grants, Urban Area Security Initiative, and Emergency Management Performance Grants.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • SHSP, UASI, and the EMPG program each have a clear purpose, are designed to address specific and existing national security needs related to preparedness and response, and are not redundant of any other Federal , State, local, or private effort.
  • FEMA uses sound management practices and effective strategic planning to ensure that resources are effectively targeted. FEMA is conducting a cost-to-capability assessment of grants that will provide an historical analysis of grants from FY 2003 to FY 2007.
  • Under the EMPG program, funding allocations are awarded based on formula and population, as mandated by Congress and current legislation. DHS will continue to evaluate State emergency management capabilities to determine if it is feasible and practical to award grants on a risk-based allocation method in the future.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Developing a plan of action and milestones for cost-to-capability assessment, which will provide an historical analysis of grants from FY 2003 to FY 2007.
  • Developing and formalizing standard protocols for the regional offices that will assume responsibility for the programmatic and financial monitoring of the EMPG program.
  • Developing an independent audit plan following the completion of a DHS Inspector General audit.
