Federal Support for the National Technical Institute for the Deaf

Federal funding for the National Technical Institute for the Deaf promotes educational and employment opportunities for persons who are deaf. The Institute offers a variety of technical programs and supports students who are deaf in obtaining higher-level degrees from the Rochester Institute of Technology.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The Institute has maintained high levels of performance on the key outcome indicators of persistence, graduation rates, and post-school outcomes and has taken steps to increase performance in all areas. However, additional progress is necessary because the enrollment target for undergraduate students and the graduation and retention rates for sub-baccalaureate students were not met.
  • The Department of Education lacks a schedule and mechanism to monitor the federally funded program for deaf students at the Rochester Institute of Technology. The Department does not conduct site visits on a regular basis, document the actual use of funds, assess program data quality, or assess the Institute's compliance with the Education of the Deaf Act (EDA).
  • The Department of Education has not evaluated the Institute to ensure that it is operating effectively, addressing the needs of its service population, addressing its statutory purpose, or achieving high level results for students.

We are taking the following actions to improve the performance of the program:

  • Working with the Institute to identify strategies to further improve student outcomes related to students staying in school, graduation rates, and post-school outcomes for graduates.
  • Implementing the agreed upon monitoring plan to document the actual use of funds, assess data quality, and monitor the program's compliance with its governing documents.
  • Identifying and evaluating strategies for ensuring that NTID is addressing the needs of its service population, operating effectively, fulfilling its statutory purpose, and achieving results.
