Defense Civilian Education and Training

This program aims to recruit, develop, and retain a more highly qualified, motivated, diverse and cost-effective Department of Defense civilian workforce. These objectives are accomplished through various internships, recruitment, and retention incentives and through manager and leader development opportunities.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The Defense civilian education and training program helped reduce skill and competency gaps and achieved cost avoidance by reducing program attrition. The number of participants who completed the program increased 4.2 percentage points from 2004 (88.1 percent) to 2006 (92.3 percent).
  • The average investment per Defense civilian employee increased more than originally programmed. The average program dollars invested per full-time employee increased more than the 2.5 percent program goal. The program did not maintain average investment at a generally constant level after adjusting for inflation.
  • The retention rate could not be assessed due to a lack of comprehensive data. The Department of Defense could not adequately determine the percentage of employees who remained in the Department at least one year after program completion.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Developing a process to gather and analyze data to determine the percentage of employees who remained in the Department of Defense at least one year after program completion.
  • Developing long-term and annual performance measures for those aspects of the program for which data are not currently available, including retention rate and average investment.
  • Adjusting the long-term and annual targets and timeframes for program performance measures, as appropriate, to accelerate program improvement.
