District of Columbia: Community Supervision Program

The Community Supervision Services Division constitutes the probation and parole system for adult criminal offenders in the District of Columbia. Under the 1997 National Capital Revitalization adn Self Government Improvement Act, the Federal government fully funds several Distict criminal justice agencies.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The Court Services and Offender Supervision Agency implemented an automated case management system that assists with establishing baseline and and target data for its performance measures.
  • The program has developed a long-term outcome measure of reducing recidivism among violent and drug offenders, as well as supporting intermediate outcome measures related to rearrest, technical violations and drug testing.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Using the Supervision Management Automated Record Tracking system to provide meaningful data so that the program can develop baselines and targets for its annual measures.
  • Completing a number of internal studies and evaluations currently underway to measure program performance and develop baseline data.
