GAS VOLUME STATEMENT REQUIREMENTS
The Minerals Management Service (MMS) is implementing the gas
production verification program. The Pacific OCS Region (POCSR) will presently focus on
verifying production for the sales (royalty) and lease allocation meters. In compliance
with the requirements of 30 CFR 250.1203 (formerly 30 CFR 250.183), Gas Measurement, we
request that you submit copies of the monthly gas volume statements for sales and lease
allocation meters used to determine gas sold and/or transferred. The following guidance
will apply in the POCSR.
A gas volume statement is a monthly statement showing gas
measurement data, including the volume (MCF) and quality (Btu) of natural gas which flowed
through the meter. The statement must include at least the following information:
1. Meter serial number, Facility Measurement Point (FMP)
number, date of the reading.
2. The monthly total of gas sold and/or transferred
(transport lease gas) through the meter.If the gas volume statement does not contain these
figures, please describe the calculations used to arrive at these figures. If additional
information is required for the calculations, please include such data when submitting the
monthly gas volume statements.
3. Show whether gas volume and gross Btu heating value are
reported at saturated or unsaturated conditions. Submitting a chromatographic report
(compositional gas analysis) will be acceptable if it contains such information. (30 CFR
202.152 and 250.1203)
Submit the gas volume statements to John Kwong of this office
monthly starting with the reporting month of July 1998. You must submit the gas volume
statements no later than the last day of August 1998 and monthly thereafter.
The MMS, POCSR, will verify other disposition meters, such as
fuel, injection, and flare, by random sampling. However, you are not presently required to
submit any information for these meters.

provides clarification, description, or interpretation of requirements contained in 30 CFR

information required by these regulations and assigned OMB control number 1010-0051. This
notice does not impose additional information collection requirements subject to the
Paperwork Reduction Act of 1995.
