CDC & U.S. Department of Education Collaborate to Help Schools Prepare for Possible Terrorism. This webcast and videotape provide state and local education, health, emergency management, law enforcement and homeland security agencies with updated information on biological, chemical, and radiological threats; answer questions about school preparedness and response; and describe roles of partnering agencies in the case of a terrorist threat.

Helping Schools Prepare for Possible Terrorism: State Team Meeting Guide [pdf 60K]. This document provides a set of questions that state teams might consider when building collaborative plans and helping prepare schools for possible terrorism.

Public Health Preparedness and Response: What to Do in an Emergency. This document provides contact information and guidance that will assist those who have been exposed to a biological or chemical agent, or believe an intentional biological threat will occur or is occurring.

Report of the National Advisory Committee on Children and Terrorism [pdf 620K]. This 2003 report to the Secretary of Health and Human Services provides recommendations to assist in identifying and preparing a comprehensive public health strategy to ensure the safety of America’s children and to meet their physical, medical, psychological, and social needs in the face of the threat of terrorism.

Schools and Terrorism: A Supplement to the Report of the National Advisory Committee on Children and Terrorism [pdf 350K]. This supplement describes current federal activities and gaps as they relate to schools and makes recommendations to the Secretary of Health and Human Services on mechanisms to assist schools with the four key components of emergency preparedness: preparation, response, recovery, and mitigation.

Terrorism Preparedness: Resource List. This list contains CDC and other resources to help schools prepare for possible terrorism.

Biosecurity Checklist for School Foodservice Programs [pdf 440K]. This checklist was developed to help schools protect the health of students and staff by strengthening the safety of foodservice operations. The booklet presents suggestions on how to form a school foodservice biosecurity management team, prioritize measures to protect biosecurity, and create a school foodservice biosecurity management plan.

Bomb Threat Response: An Interactive Planning Tool for Schools.* Developed by the U.S. Department of Education's Office of Safe and Drug-Free Schools and the U.S. Department of Justice's Bureau of Alcohol, Tobacco, Firearms, and Explosives, this interactive tool assists school districts, school administrators, and emergency responders in planning an effective bomb threat response protocol in schools. The tool comprehensively and concretely walks through the planning and response process and provides customizable implementation resources.

The Final Report and Findings of the Safe School Initiative: Implications for the Prevention of School Attacks in the United States [pdf 200K] and Threat Assessment in Schools: A Guide to Managing Threatening Situations and to Creating Safe School Climates [pdf 1.2Mb]. The U.S. Department of Education and the U.S. Secret Service collaborated to produce these two reports that outline a process for identifying, assessing, and managing students who may pose a threat of targeted violence in schools as well as ideas for creating safe school climates. These guides are intended for school personnel, law enforcement officials, and others with protective responsibilities in our Nation's schools.

The National Incident Management System (NIMS) and Schools Frequently Asked Questions and FY 2006 NIMS: Compliance Activities for Schools [pdf 257K]. This document, developed by the U.S. Department of Education, includes a checklist for school to use in meeting NIMS requirements.

Practical Information on Crisis Planning: A Guide for Schools and Communities [pdf 1.7Mb]. This U.S. Department of Education guide provides schools and communities with basic guidelines and useful ideas on how to develop emergency response and crisis management plans.

Primer to Design Safe School Projects in Case of Terrorist Attacks. This FEMA primer provides school designers and administrators with the basic principles and techniques to make a school that is safe from terrorist attacks. It includes information on how to conduct a threat/risk assessment, prepare site layout and building design, and create safe rooms within schools.

School Crisis Response Initiative, U.S. Department of Justice, Office of Victims of Crime Bulletin [pdf 564K]. This bulletin describes the work of the School Crisis Response Initiative of the National Center for Children Exposed to Violence at the Yale Child Study Center and provides an overview of the program’s organizational model for school crisis preparedness and response.

School Critical Incident Planning: An Internet Resource Directory.*
This National Institute of Justice directory provides resources for preparing, responding, and resolving crises in schools. It provides additional resources including sample plans and a list of organizations that deal with school violence.

U.S. Department of Education’s Immediate Response to the Events of September 11, 2002: Lessons Learned [doc 39K]This U.S. Department of Education report outlines items that are critical to ensuring successful crisis management.

Non-Federal Publications*

A Practical Guide of Crisis Response in Our Schools. This document, published by the American Academy of Experts in Traumatic Stress, provides critical information to assist schools in responding effectively to “everyday crises” as well as school-based disasters.

Emergency Preparedness: A Quick Guide for School Staff. This guide provides examples and resources for developing key components of a school response to emergencies. The guide includes emergency plan development, selection of a crisis response team, and communications planning.

Legal Preparedness for School Closures in Response to Pandemic Influenza and Other Emergencies.* Developed by the Centers for Law and the Public's Health at Johns Hopkins and Georgetown Universities, in collaboration with the CDC Public Health Law Program, this report presents summaries of state-level laws that expressly address school closure. Closing schools is a potential strategy for slowing the spread of an influenza pandemic. The Report describe school closure laws for all 50 states and the District of Columbia as of December 2006.

School Crisis Guide: Help and Healing In A Time of Crisis. Developed by the National Education Association, this guide offers step-by-step advice for schools and districts to use before, during, and after a crisis.

Responding to Crisis at a School [pdf 852K] This guide from the Center for Mental Health in Schools at the University of California, Los Angeles, outlines principles, basic concerns, and strategic guidelines for schools responding to crisis. Also included are chapters on developing and training school crisis intervention teams.
