Overview of State Program

The New York State Coalition Against Domestic Violence (NYSCADV) is a statewide membership organization whose mission is to prevent and eliminate domestic violence through the promotion of victim safety, offender accountability, and the broad social change necessary to confront oppression of every kind.

The New York Domestic Violence Prevention Enhancement and Leadership Through Alliances (DELTA) Program is a partnership between NYSCADV and three locally-funded domestic violence programs. The DELTA Program increases the prevention capacity of local Community Coordinated Response (CCR) teams, domestic violence program staff, and other organizations through training and technical assistance. In recent years, the coalition has conducted training on a variety of topics, including the public health approach to preventing intimate partner violence (IPV), community organizing, social marketing, and community-based evaluation.

The local fiscal agents and their CCR teams represent rural, urban, and suburban communities throughout New York state. They are skilled at coordinating a systemic response to IPV. In addition, they are all committed to promoting social change in their communities. DELTA funds enable CCR teams to explore new activities, programs, and policies that change the attitudes and behaviors that support IPV.

The three local fiscal agents and their CCR teams have implemented prevention strategies that focus on a wide range of sectors and populations. For example, all three communities are supporting student activist groups in schools and other settings where youth congregate. Communities are also developing ongoing prevention programs in the workplace and in faith-based organizations.

State Future Directions

In the coming years, NYSCADV will continue to support community change efforts throughout the state. The coalition will provide tools, resources, and coaching to communities that wish to integrate primary prevention into their established intervention efforts. In addition, NYSCADV will develop a state Intimate Partner Violence Progress Report and Prevention Plan and assist local projects in developing similar strategic plans. NYSCADV will convene a statewide prevention consortium to advise the coalition and to provide input into the state Intimate Partner Violence Prevention Plan.

In 2008, NYSCADV and local DELTA partners embarked on a rigorous training schedule to prepare for community-based evaluation of local strategies. Those findings will be disseminated throughout the state as evidence of effective prevention strategies.
