Civil Military Policy

The DASD for CMP is the principal staff assistant and policy advisor to the ASD/RA on all matters pertaining to RC Military Assistance to Civil Authorities and domestic Chemical, Biological, Radiological, Nuclear and High Yield Explosives (CBRNE) consequence management within the Department of Defense and is responsible for the following functions:

  • Develop policies and programs to leverage the core competencies of the RC in support of domestic "All Hazards" consequence management
  • Develop policies and programs for the RC which support DoD's Homeland Security mission
  • Provide policy oversight for RC participation in and support of DoD's Critical Infrastructure Protection (CIP) Program
  • Exercise program and fiscal oversight of DoD's portion of the Weapons of Mass Destruction (WMD) Domestic Preparedness Program
  • Identify policies, roles and missions for RC military assistance to civilian authorities, especially those lessening the consequences of a domestic WMD attack
  • Oversee selected DoD programs involving military assistance to state and local authorities
  • Provide policy oversight of DoD's Emergency Preparedness Liaison Officer (EPLO) program
