MEMORANDUM FOR CORRESPONDENTS August 13, 1997

U.S. Army Chief of Staff Gen. Dennis J. Reimer announced today that the Secretary of the Army has selected Army National Guard Col. Michael J. Squier as deputy director of the Army National Guard. He will replace Brig. Gen. William C. Bilo, who has been director of the Army Guard since 1993. Squier currently serves as chief of staff of the Army National Guard.

As deputy director, he will be responsible for assisting the director, Army National Guard in the oversight and administration of the Army Guard's 4,347 units in over 2,700 communities. These units are located across the 54 states and U.S. territories. The Army National Guard is a key partner in the Total Army. It accounts for 34 percent of the Total Army's manpower strength, more than half of its combat units, and more than a third of its combat support and combat service support units.

Born May 17, 1946 in Boise, Idaho, Squier is a 1964 graduate of Borah High School in Boise and holds a bachelor's degree in business management from University of Maryland. His service career spans more than 31 years of commissioned service in the Army National Guard with assignments in his home state of Idaho and at the National Guard Bureau in Washington, D.C. Highlights include service as commandant, Idaho Military Academy, before coming on active duty in 1978 to serve as a staff officer with the National Guard Bureau Mobilization Readiness Division. Later assignments included a number of key staff assignments such as executive to the Chief, National Guard Bureau, deputy chief, Public Affairs and chief, Mobilization Readiness Division; before assuming his most current post.

Other assignments include services as the first commander of the Equipment Maintenance Center, (EMC) Europe, 29th Area Support Group, in November, 1988 -- a unique facility in that it is managed exclusively by the Army National Guard. Its establishment greatly expanded the theater maintenance capability of U.S. Army Europe.

Squier's military education includes Maintenance Officer Management Course, Infantry Officer Advanced Course, Command and General Staff College, and Army War College. He resides with his wife, Phyllis, in Manassas, Va.
