CONTRACTS

ARMY

General Dynamics, Land Systems Division, Sterling Heights, Michigan, is being awarded $7,445,445 (FY96 funds) as part of an $11,975,775 (cumulative total) multi-year firm fixed price supply contract for 410 Hull/Turret Electronic Units, in support of the M1A2 Abrams Tank, plus 35 spares. Work will be performed in Tallahassee, Florida, and is expected to be completed by June 30, 1999. Contract funds will not expire at the end of the current fiscal year. There was one bid solicited on March 1, 1996, and two bids were received. The contracting activity is the U.S. Army Tank-Automotive & Armaments Command, Rock Island, Illinois (DAAE20-96-C-0195).

Gracon Corporation*, Loveland, Colorado, is being awarded a $200,000 increment as part of a $12,009,200 (potential maximum, includes bonds) firm fixed price, indefinite quantity/indefinite delivery contract to accomplish small and medium-sized real property maintenance and repair, or minor construction projects required at Fort Drum family housing. Work will be performed at Fort Drum, New York (both on and off post) and other government installation/facilities throughout the state, and is expected to be completed by May 15, 2000. Of the total contract funds, $200,000 will expire at the end of the current fiscal year. There were 77 bids solicited on December 6, 1995, and 19 bids received. The contracting activity is the Directorate of Contracting, Fort Bragg, North Carolina (DAKF40-96-D-0024).

International Technology Corporation, Knoxville, Tennessee, is being awarded a $500,000 increment as part of a $325,000,000 indefinite quantity contract (cost reimbursement), the Total Environmental Restoration Contract (TERC), for remediation of hazardous, toxic and radioactive waste (HTRW) at various installations in the South Atlantic Division, with the primary site at Redstone Arsenal, Alabama. The project will include site definition, studies and remedial investigations. Delivery orders will be issued on a cost reimbursement basis for specific remediation projects or tasks. Work will be performed at various locations within the South Atlantic Division boundaries, and is expected to be completed by May 16, 2006. Of the total contract funds, $500,000 will expire at the end of the current fiscal year. There were 294 bids solicited on July 7, 1995, and six bids received. The contracting activity is the U.S. Army Corps of Engineers, Savannah, Georgia (DACA21-96-D-0018).

Hunt Building Corporation, El Paso, Texas, is being awarded a $9,643,985 firm fixed price contract for construction of 84 units of new family housing. This project provides for whole neighborhood revitalization by replacement of 84 existing three- bedroom family housing units, and consists of the design and construction of new family housing including all supporting infrastructure. Replacement units will be constructed on a new site. The new housing units are to be provided in variously configured multi-unit one and two-story buildings. Work includes site clearing, roads, utilities, landscaping, play areas and all other work as required to provide a complete and usable housing project. Work will be performed at Fort Lewis, Washington, and is expected to be completed by June 24, 1997. Contract funds will not expire at the end of the current fiscal year. There were 135 bids solicited on December 28, 1995, and four bids received. The contracting activity is the U.S. Army Corps of Engineers, Seattle, Washington (DACA67-96-C-0038).

NAVY

Vector Data Systems, Alexandria, Virginia, is being awarded a $15,273,405 cost- plus-fixed-fee, indefinite quantity/indefinite delivery service contract for engineering and technical services to support the Office of the Secretary of Defense/Intelligence and Architecture Division. Major support areas include design, development and installation of hardware to allow the United States to demonstrate intelligence systems capabilities which compiling intelligence data collection in support of national and international intelligence needs. This contract contains options which, if exercised, would bring the cumulative value of the contract to $47,413,385. Work will be performed in Alexandria, Virginia (23.5%), Fort Bragg, North Carolina (23.5%), Molesworth, England (16.4%), Ramstein AFB German (16.3%), Vicenza, Italy (16.3%), Seoul, Korea (2%), Melbourne, Australia (2%), and is expected to be completed by May 1999. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Fleet and Industrial Supply Center Detachment, Long Beach, California, is the contracting activity (N00244-96-D-0012).

Central Gulf Lines, Incorporated, New Orleans, Louisiana, is being awarded a $19,982,167 time charter contract for the 17- month charter of SS Green Valley. SS Green Valley is a LASH (Lighter Aboard Ship) vessel that will be used for the prepositioning of ammunition for the U.S. Army in the Indian Ocean at Diego Garcia. This contract contains options which, if exercised, would bring the cumulative value of the contract to $52,060,183. Work will be performed in the Indian Ocean, and is expected to be completed by October 1997. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with over 200 proposals solicited and two offers received. The Military Sealift Command, Washington, D.C., is the contracting activity (N62387-96-C-1203).

AIR FORCE

Analytical Systems Engineering Corporation, Burlington, Massachusetts, is being awarded a $21,953,261 firm fixed price contract to provide for route survey, system design, cable and equipment installation, checkout and test in support of extension of fiber optic communication links from the existing fiber optic system to radar sites in northern Saudi Arabia. Contract is expected to be completed March 1997. Contract funds will not expire at the end of the current fiscal year. This effort supports foreign military sales to Saudi Arabia. Litton Systems Incorporated, Woodland Hills, California, is being awarded a $12,131,850 face value increase to a firm fixed price contract to provide for 96 Ring Laser Gyro Inertial Navigation Units and 17 associated Shop Replaceable Units applicable to the F-16 aircraft. The work will be performed at Litton Systems, Incorporated, Woodland Hills, California (50%) and Military Electronics Industries, Incorporated, Ankara, Turkey (50%). Contract is expected to be completed May 1999. Contract funds will not expire at the end of the current fiscal year. There was one firm solicited and one proposal received. Solicitation began October 1994 and negotiations were complete May 1996. This effort supports foreign military sales to Turkey. Oklahoma City Air Logistics Center, Tinker Air Force Base, Oklahoma, is the contracting activity (F34601-96/C-0412).

Lockheed Martin Corporation, Ft. Worth, Texas, is being awarded a $24,750,000 face value increase to a firm fixed price contract to definitize acquisition of three Improved Avionics Intermediate Shops for the F-16 aircraft. Contract is expected to be completed May 2001. Contract funds will not expire at the end of the current fiscal year. This effort supports foreign military sales to Taiwan. Interspiro, Incorporated, Branford, Connecticut, is being awarded a $5,850,268 face value increase to a firm fixed price contract to procure 2,557 self-contained breathing apparatus (SCBA) assemblies, 2,557 SCBA masks, 3,077 SCBA chemical warfare kits and associated training, data and support equipment. Contract is expected to be completed July 1997. Contract funds will not expire at the end of the current fiscal year. Aeronautical systems Center, Eglin Air Force Base, Florida, is the contracting activity (F08635-93/C-0067, P00036).

Northrop Grumman Corporation, Pico Rivera, California, is being awarded a $27,295,342 face value increase to a cost plus incentive fee contract to provide for Phase II development of the Contractor Integrated Technical Information Service (CITIS) in support of the B-2 aircraft. CITIS will allow electronic access to elements of the contract data requirements list including design drawings, parts lists, and engineering change proposals. Contract is expected to be completed May 1998. Contract funds will not expire at the end of the current fiscal year. Oklahoma City Air Logistics Center, Tinker Air Force Base, Oklahoma, is the contracting activity (F33657-87/C-2000, P00592).

Loral Federal Service Corporation, Bethesda, Maryland, is being awarded a $24,035,305 cost plus award fee contract to provide for development of upgrades to the Resource Management Segment and the Standard Satellite Control Segment of the Satellite Control Network. This effort twill also include software sustainment, on-site support and directed engineering analyses. The work will be performed at Loral Federal Services Corporation, Colorado Springs, Colorado (70%) as well as their facilities in Bethesda, Maryland. Contract is expected to be completed September 2001. Contract funds will not expire at the end of the current fiscal year. There was one proposal received. AT&T Communications Service Gulf States, Incorporated, Greensboro, North Carolina, is being awarded a $18,925,330 firm fixed price contract to provide for design, construction, installation and test of fiber optic communication links between radar sites in northern Saudi Arabia and the existing fiber optic system. Contract is expected to be completed March 1997. Contract funds will not expire at the end of the current fiscal year. This effort supports foreign military sales to Saudi Arabia.
