DEFENSE LOGISTICS AGENCY

Environmental Research Institute of Michigan, Ann Arbor, Michigan, is being awarded an estimated $44,425,774 cost-plus-fixed fee contract for the establishment and operation of the Department of Defense Infrared Information Analysis Center. Fifty-seven proposals were solicited and one was received. Work is expected to be completed by May 1, 1999. AIR FORCE

GDE Systems, Incorporated, San Diego, California, is being awarded a $21,755,020 firm fixed price contract to provide for seven each Automatic Test Equipment packages and Optical Test Benches applicable to the Improved Avionics Intermediate Shop for the F-16 aircraft. Contract is expected to be completed April 1998. Contract funds will not expire at the end of the current fiscal year. There was one firm solicited and one proposal received. Solicitation began November 1995 and negotiations were completed March 1996. Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-95/C-0013).

Northrop Grumman Corporation, Great River, New York, is being awarded a $50,200,000 face value increase to a cost plus fixed fee contract to provide for twelve Electronic Systems Test Sets applicable to the F-15S aircraft. The work will be performed at Northrop Grumman Corporation, Great River, New York (55%) and at Northrop Grumman Corporation, Benton Park Township, Pennsylvania (30%). Contract is expected to be completed December 1999. Contract funds will not expire at the end of the current fiscal year. This effort supports foreign military sales to Saudi Arabia. NAVY

Ceridian Corporation, Computing Devices International, Bloomington, Minnesota, is being awarded a $6,050,772 fixed price delivery order to procure 36 mission computers for the Finnish Air Force F/A-18 Program. This purchase is for the Government of Finland (100%) under the Foreign Military Sales (FMS) Program. Work will be performed in Bloomington, Minnesota, and is expected to be completed by May 1999. Contract funds will not expire at

the end of the current fiscal year. This contract was not competitively procured. The Naval

Air Warfare Center Aircraft Division, Indianapolis, Indiana, is the contracting activity

General Electric Company, Aircraft Engines, Lynn, Massachusetts, is being awarded a $35,000,000 cost-plus-incentive fee advance acquisition contract for low rate initial production (LRIP 1) of 29 Model F414-GE-400 engines for the F/A-18E/F aircraft, including supporting services and data. Work will be performed in Lynn, Massachusetts, and is expected to be completed by March 1999. Contract funds will not expire at the end of the current fiscal year. Sikorsky Aircraft Corporation, Stratford, Connecticut, is being awarded a $43,800,000 modification to previously awarded contract N00019-93-C-0053 for the procurement of two

CH-53E helicopters, including associated integrated logistics support, logistics support analysis and sustaining engineering. Work will be performed in Stratford, Connecticut, and is expected to be completed by July 1998. Contract funds will not expire at the end of the current fiscal year. McDonnell Douglas Corporation, McDonnell Douglas Aerospace, St. Louis, Missouri,

is being awarded a $188,900,000 advanced acquisition contract to provide long lead materials

for 12 low rate initial production F/A-18E/F aircraft. Work will be performed in St. Louis, Missouri, and is expected to be completed by April 2000. Contract funds will not expire at

the end of the current fiscal year. This contract was not competitively procured. The Naval

Computer Sciences Corporation, Systems Engineering Division, Falls Church, Virginia, is being awarded a $7,037,405 indefinite delivery/indefinite quantity, cost-plus-fixed-fee-pricing contract to provide software development and life cycle support services for the Advanced Combat Direction System. This contract has two options which, if exercised, will bring the

total cumulative value of the contract to $35,911,741. Work will be performed in San Diego, California, and is expected to be completed by April 1997. Contract funds will not expire at

the end of the current fiscal year. This contract was competitively procured with 58 proposals solicited and one offer received. Nichols Research Corporation, Huntsville, Alabama, is being awarded a $37,252,314 increment of a $53,395,476 firm fixed price and cost plus award fee contract with a projected cumulative total of $157,887,912 for integration of a High Performance Computing (HPC) capability, including delivery of a HPC computational and programming environment, associated system integration and support infrastructure services and training. Work will be performed in Dayton, Ohio, and is expected to be completed by May 1, 2004. Contract funds will not expire at the end of the current fiscal year. There were 453 bids solicited on February 1, 1995, and two bids received. The contracting activity is the U.S. Army Information Systems Selection and Acquisition Agency, Alexandria, Virginia (DAHC94-96-C-0005).

Westat, Incorporated, Rockville, Maryland, is being awarded a $1,630,647 increment as part of a $15,155,183 firm fixed price contract for a Communications Enlistment Decisions - Youth Attitude Tracking Study (YATS). This effort requires the contractor to administer half-hour computer assisted telephone interviews (CATIs) in an annual survey of 10,000 16-24 year-old men and women that evaluates their attitudes toward the military. The purpose of this survey is to provide the Armed Services with market data that enables them to more accurately target advertising and recruiting activities to appeal to potential recruit populations. The project includes design and selection of the sample, modification of the survey instrument, questionnaire administration, compilation and weighting of the data, production of preliminary and public use data tapes and preparation of documentation and analytical reports. Work will be performed in Rockville, Maryland, and is expected to be completed by July 31, 2001. Contract funds will not expire at the end of the current fiscal year. There were 45 bids solicited on January 26, 1996, and two bids received. The contracting activity is the Defense Supply Service-Washington, Washington, D.C. (DASW01-96-C-0041).

CIVIL WORKS - NON MILITARY

Great Lakes Dredge & Dock Company, Oak Brook, Illinois, is being awarded a $4,000,000 increment as part of a $15,831,290 fixed price construction contract for hydraulic placement of sand fill along approximately 21,800 feet of beach. The source of sand will be from two ocean-borrow areas located approximately one mile offshore. Erection of approximately 17,700 feet of sand fence along the dune, and placement of 14 acres of beach grass along the dune and modification of two existing stone groins and construction of one new groin, at Fire Island Inlet to Montauk Point Beach and Moriches to Sinnecock Reach, Westhampton, Long Island, New York. Work is expected to be completed by November 30, 1997. Contract funds will not expire at the end of the current fiscal year. There were 75 bids solicited on March 20, 1996, and four bids received. The contracting activity is the U.S. Army Corps of Engineers, New York, New York (DACW51-96-C-0039).
